These are the some ideas for website guidelines for FSF-India.
Design and content ?
The original content should be maintained in SGML(preferably).
From: http://www.gnu.org/server/fsf-html-style-sheet.html
a.No-frames b.minimal images per page c.Minimal colors,no background color d.Links should be relative e.No javascript,DHTML etc. f.Use free software for editing
Any Browser Campaign : http://www.anybrowser.org/campaign/ W3C style guide : http://www.w3.org/Provider/Style/All.html
XML driven or HTML?
The content should be html(xhtml) and should not be dynamic(database driven etc.).
This is so ,as the mirrors should be able to show the content without problem.
Localisation?
We have a long list of languages to support. (Hindi first)
We can use the UCS fonts(freefont). <list of fonts>.
---more to follow

Hi Kanti, I just recently did the redesign for the PLUG website: http://www.plug.org.in/ It's valid HTML. I think it'll look pretty decent with punekar tux replaced with the GNU head.
What do you think?

I agree! Let us get the gnu head decorated, and could keep both together afterall.
