These are the some ideas for website guidelines for FSF-India.
Design and content ?
The original content should be maintained in SGML(preferably).

a.No-frames
b.minimal images per page
c.Minimal colors,no background color
d.Links should be relative
e.No javascript,DHTML etc.
f.Use free software for editing

XML driven or HTML?
The content should be html(xhtml) and should not be
dynamic(database driven etc.).
This is so ,as the mirrors should be able to show the content
without problem.
Localisation?
We have a long list of languages to support.
(Hindi first)
We can use the UCS fonts(freefont).
